In 1965 Community Action Programs (CAPs) were created across the nation. Each CAP was charged with the task of providing local level, community-based, advocacy for the poor and were provided the means to shape anti-poverty initiatives. These CAP’s are now referred to as Community Action Agencies (CAA).
There are approximately 1,000 CAA’s across the United States, each carrying on their mission to address poverty by providing resources that empower those who need them. Montana currently has 10 districts of Community Action Agencies . District VII HRDC serves community members living in Big Horn, Carbon, Stillwater Sweet Grass and Yellowstone County.
